Purpose

To support the operational launch and initial stabilization of the new IT Policy Lifecycle Management (PLM) Program within the Office of Security Management’s (OSM) GRC division. This role is essential for achieving the Program’s vision of establishing a mature, centralized, and transparent system that ensures all IT policies are current, compliant, effective, and readily accessible.

 

Key Responsibilities and Deliverables

  • Needs Assessment and Policy Intake Process Development:
    • Objective: Formalize and implement Phase 1 (Initiation and Needs Assessment) of the PLM six-stage lifecycle.
    • Task: Develop the process and documentation for performing the initial intake, validation, and time-sensitivity determination for all requests (referred to as a "Need") for new policies or modifications to existing policies. The deliverable is a documented process for Policy Initiators to submit a Policy Initiation Request (PIR) with a preliminary scope and justification.
  • Policy Verification and Impact Analysis Protocol Development:
    • Objective: Develop a repeatable, standardized process to assess and prevent conflicting or duplicative policy requirements within the existing policy suite.
    • Task: Create a verification protocol that maps the identified policy "Need" against the pre-existing policy suite to output a formal impact analysis. This process must ensure policy language is traceable to legal/regulatory citations and minimize the risk of policy version control errors and ambiguity across the organization.
